He was created from DNA taken from Hulk and Weapon X which Leader injected in to and impregnated a Skrull woman. When the egg was laid the woman was killed and Leader further began to inject various chemicals to make his new project stronger and more aggressive until he was hatched. For 4 years Shifter was injected with growth steroids and tested on until he reached 'adult hood' to know what his limitations where and how his powers where. On the 4th year he escaped showing he had developed intelligence and went on the run for a year hiding in caves and woods before his actions caught the attention of a local farm girl who saw her farms live stock making noises in the barn. While eating what he could he was found by the charming Alicia and he quickly made a break for it. It wasn't long before the others found him and tried to kill him with guns but his skin was to tough for civilian weapons. She had defended him with her own power after she got to knew him and liked him. Soon Thunderbolt Ross caught wind of a green monster and thought it Hulk. When he was found by Ross he battled the Hulk Busters displaying powers that Hulk never had and Ross realized it wasn't the monster he hunted for so long. S.H.I.E.L.D. had joined in and Alicia deciding to help her new friend fought with him showing her own abilities in front of her father who then disowned her on sight. Shifter had grabbed her and began to leap away putting miles between them in moments making way North West towards Alaska where Alicia began to freeze. He then willingly caught the attention of the people who they then called the law who called S.H.I.E.L.D. and when then he willingly turned himself in so that Alicia could be saved. Once in Camp Hammond they tested him and decided to use him in the Initiative. Alicia finding out what he did also joined wanting to be close to him and soon became his lover. Powers: Shifter has numerous abilities inherited from Hulk, Weapon X, and his Skull DNA. From Weapon X he inherited a accelerated healing factor that is actually superior than Weapon X's due to Hulk having a healing factor as well which also gives him immunity to illness and poisons. He also gained his heightened superhuman sense of smell, sight, taste, and hearing. From Hulk he gained superhuman strength which like the Hulk grows as he gets enraged and so far his limits has not be reached but from the Leader his enraged strength matches a mildly angry Hulk. Also he gained superhuman stamina to go hours without tiring and super dense body making him resistant to high caliber fire arms but like Hulk he can be wounded but it takes strong weapons to wound him. From his Skrull DNA he has the ability to morph his body as he desires from moving his organs around, growing additional organs so if 1 is damaged another is there as support, altering his skin to scale to give additional protection to where Hulk is vulnerable, have bone like scales protrude from his body to use as even more protection and as knuckledusters if he has his knuckle bones protrude as well as his elbow and knees. He is able to grow in size adding more mass to himself and even grow addition limbs if he needs them. When enraged his body reacts like a savage animal and adapts to what he is fighting becoming a actual monster with no control. However he can never look completely human as the most human like he can look is like a transformed Hulk.
